Q Are there any tools available that can control the interleaving of audio and video (i.e., create offsets for the video), interleave all the sound out of the video sequences, and create bigger audio blocks?

A Adobe Premiere 4.0 for Windows and Macintosh is one of several tools available that allows flexible interleaving intervals.
